Cardoza: for 50 years, visionary leaders harnessed mother nature and brought water from the mountains down into the valley to meet the needs of a thriving and growing state. our economies flourished under that water system and it was efficient and it was the pride of the west. but recently our state has more than doubled in population and we have done little to keep pace with this growth.
