Engel: gentleman from from new york. the speaker pro tempore: the gentleman is recognized for two minutes. mr. engel: i rise in support of this rule and support the fiscal year 2010 budget as well. president obama has laid out an ambitious budget that will resonate. from health care to climate change to education, this budget will improve our nation in significant ways and i'm proud to support it.

Engel: benefits of foreign aid. the conference report is a lot better than the initial budget. the senate budget included the entire president's request. this compromise is $51 billion, better than the original house. i hope we can up it in the future. i want to talk about the $250,000 income threshold.

Engel: the budget uses this threshold as a way to raise revenue. i think it's too low and needs to be raised. if you come from a high cost of living state as i do, $250,000 is inappropriate. raising taxes on these pple is not good. overle, the budget is good. i want to talk about the a.m.t.

Eliot L. Engel: in new york, you can't deduct anything if you are caught. i'm happy this budget includes a one-year a.m.t. patch and without the patch, 2.8 million families would be swept into it. we need a permanent a.m.t. fix. and i hope we can do it.
