Capuano: pretty obvious what happened within the first couple of years, subprime loans were reasonable in the number given out this entire time, the house was controlled by the republican party. the entire time of this chart. as you can see from this hashed section, that's when the white house was taken by the republican party.

Capuano: what happened in 2007 was that democrats took over the house and they passed legislation to deal with this. that same legislation, or similar, i shouldn't say the same, but similar legislation was passed through the financial services committee in the year 2005 that would have done the same things earlier.
