rural areas are going to be adversely affected it f this amendment were toe adodd. again, it's redundant and it's unnecessary and adds tremendous burdens to major sections of centers of our country on a matter that's important. credit cards are valuable instruments during difficult economic times. to make it that much harder i think is the wrong step. i would be happy to yield. the presiding officer: the senator from louisiana.

applicant to physically show up before a bank or a credit card issuer? mrdodd: well, i would say to my friend, it's not the length of the amendment. sometimes an amendment can be one or two words and have huge implications. but the point here is we asked the treasury how they would interpret this, not the language of the amendment. they cla that this would require the physical presence of a -- of applicant their concerns about it.
